The fact is that something happened and he had to react quickly. He did react quickly and thats why the dog didnt get hit. Shit like that happens all the time. It is a drug and it does impair your judgement. Its no different if you take prescription medicine. It could alter your state of mind. I used to smoke all the time and just as Stork said, it affects everyone diferent. It still doesnt make it right to drive unless the affects are completly gone. Someone could have a couple beers and that could affect them more than someone else which could result in an accident. Just because you arent falling on the floor doesn't mean its not affecting you.
As far as you having beer. Its illegal for anyone under the age of 21 to have alchohol anywhere in their car or in possesion.Doesn't matter whos it is, the fact is that you had it. It is only legal for someone 21 yrs or older to have an un-opened container in the truck of the car, and it can only be in the truck.
