Anaerobic exercise is what you need. Fast paced sprints and weightlifting is what I recommend. You need to find your max weight lift on certain lifts for your arms e.g., curls, skullcrushers,wrist curls, reverse wrist curls,lateral raises, Arnold press, and so on. After you find the max start lifting 75% of your max. like 8 to 12 repetitions for 3 sets.
Same goes for Abs, do weighted situps.
The object for gaining mass is heavy weight and low repetitions. Just remember no pain, no gain. Pain usually is your body telling you that you've damaged muscles and need to take it easy. This is how muscle gains are made though. It might be beneficial to invest in Cell mass or Whey Protein, the reason being is that it helps repair muscles; You're a kind hearted growing boy though so you might wanna read the labels before you buy anything to make sure it's okay to take with your age.
Few things to remember, don't neglect your entire arm. The bicep is not the only muscle in your arm, hit em all. Also you might look funny with only killer abs and arms, so you should definitely workout your chest and back to even it out. There is good exercise info online on Google as well, just Google things like Arm workouts, shoulder workouts, lower arm workouts, back exercises, chest workouts, pretty much like that.
It's good advice dude. Trust me I've been around knuckleheads who do this crap day in and day out for over 3 years and I make around 245 on pt tests out of 300. I can't say I'm big or anything like that. I'm just a whopping 164 pounds, but I'll tell you what, I can damn out run anyone who tries to pick a fight with me. That's how I roll son!
