Don't buy a Phenom 1, the performance on those are abysmal, the Phenom IIs fixed the issues, but only got them up to the performance (clock for clock) of the 65nm Core2's, and the 45nm Core2's do about 10% more clock for clock.
Buy a 45nm AMD, even if its the L3 cache-less Athlon 2's. Both the Athlon II and Phenom IIs come in 2, 3, and 4 core, and have the same core, but the Phenom II's L3 cache gives it a nice boost in performance.
Do yourself a huge favor and do an AM3 setup, besides the above reasons, it will give you room for future upgrades, the AM3 WILL support a 6 core chip that will be out next year.
Within 20 bucks you can get a Quad Athlon II x4 setup (faster than the chip you posted), 4gb of DDR3, and a motherboard that will take the next gen chip:

If you KNOW you are going to upgrade the CPU sometime, maybe a year or so, get a Phenom II X2, for the same price as the AthlonII x4, it will run higher ghz, more cache, and give you much better single and dual thread speed, the fact its only a dual, not a quad wont matter for the next year, and after that you can buy a PhenomII X6. Also it is a black edition chip (multiplier unlocked), so you can overclock it to 3.4-3.8ghz no problem, and alot of people have had luck enabling that chip to an X4 with just turning on ACC in bios, so possible free 2 more cores.
