I would think 5psi would be more than safe, but I don't know much about small engines. I know plenty of people who run 9psi on stock LT1s and LS1s, I even knew a guy that took a 100% stock 2002 mustang (in 2002), put a vortech charger @ 12psi and ran 12.0s until it blew a head gasket after 12 months, got it all fixed under warranty (removed the charger), then put it back on and sold the car.
All kits for my car are 5psi for un-intercooled, and 9psi for intercooled, then the 20+psi ones are for boost-built engines.
